Can't People Submit Reviews Anymore?

I recently submitted a review to Howlin' Wolf's "Howlin' Wolf" (The Rocking Chair Album) and was surprised to see I can rate the album but no longer submit a review because the "Submit Review" button is still colored grey even after I've posted my review instead of the blue color that should appear and when I click on the gray the review doesn't appear on the page. What happened?
